Upright
Ayin is material sense — the bond to what can be touched, weighed and owned. The sixteenth arcanum is the passive term of the material septenary: what matter does when it has been built past what it can carry. Papus's Maison-Dieu is not misfortune arriving from outside. It is a structure meeting its own limit, and the lightning is only the moment, not the cause. Divinatory sense: ruin, destruction.
Reversed
The collapse deferred — the crack known about, the repair costed and not made, the tower standing on borrowed time. Or a ruin already complete, in which case the reading is not about whether it falls but about what is done in the rubble, which is a different and more useful question.

In a Spread
At the commencement, the matter begins in the wreck of something that had been standing a long time. In opposition, a structure that is going to fail regardless of the querent's plans for it. At equilibrium the Tower is a warning rather than a state — nothing is balanced here, it is merely not fallen yet. As the result: the structure goes, and Papus's sense is that it goes because of how it was built.
