Papus's third term is always the one that binds the first two, and Gimel's hieroglyph says how it binds: the hand of man in the act of grasping. The Empress is will and knowledge made productive — not fertility as sentiment but generation as mechanism, the point at which an idea acquires a body and starts to have consequences of its own. Divinatory sense: action. She is the first card in the series where something outside the mind changes.

Reversed

Generation without form: activity that produces and produces and never resolves into a result. Or the grasping hand closed too hard — possession where there ought to have been production, a thing held so tightly it cannot grow. Reversed can also mark an idea that was never allowed a body at all.
