The Emperor

The fourth term realizes what the first three set going, and Daleth's hieroglyph is the breast — that which contains and protects. Papus's Emperor is the active principle brought down into fixed form: authority, the frame, the rule that holds a thing in place. Where the Magician is will, the Emperor is will that has hardened into a structure and no longer depends on anyone continuing to will it. Divinatory sense: realization.

Reversed

Structure outliving the purpose that justified it — the frame maintained for its own sake, rigidity mistaken for order. Reversed also covers authority claimed without the work that would have earned it: the throne occupied by someone who did not build it and cannot maintain it.

At the commencement, the matter begins inside an existing structure — a contract, an institution, a rule already in force. In opposition, authority that will not be argued with. At equilibrium the Emperor is what is keeping the situation stable, and removing him is more expensive than it looks. As the result: the thing becomes fixed, and Papus's fourth term is also a pivot — what is fixed here starts the next sequence.
