Papus gives no separate description of this card. It is derived from his system: Wands is Yod (י), the active, originating principle, acting in Atziluth, the archetypal world; the Queen is He, the suit's passive principle embodied — it receives and reflects. Upright
The receptive principle inside the active suit: the person who sustains an enterprise rather than starting it. Papus's He does not originate, and the Queen of Wands is exact about that — her authority lies in holding a venture's warmth steady through the parts where nobody feels enthusiastic. Staff in one hand, sunflower in the other. She receives other people's initiative and hands it back to them usable.
Reversed
Warmth withdrawn selectively, which in the active world is a real instrument of power. Or sustaining everyone else's ventures so completely that her own is never begun.
