Papus gives no separate description of this card. It is derived from his system: Pentacles is He final (ה), the realizing principle, the term that makes fact, acting in Assiah, the material world; the Knight is Vau, the equilibrating term embodied — it carries, transmits, moves between. The meaning below is that combination read out, not a quotation from him.
Upright
The equilibrating term as a person, carrying the slowest suit — and so the slowest and most reliable figure in the deck. His horse is stationary. Papus's Vau transmits, and this Knight transmits by not deviating: the task carried through at a constant rate until it is finished. He is uninteresting on purpose. In the material world, uninteresting is what works.
Reversed
Constancy become inertia — the same rate maintained after the task changed. Or reliability used as an argument against every request to move faster, some of which are reasonable.
