Papus gives no separate description of this card. It is derived from his system: Swords is Vau (ו), the equilibrating principle, the link between the two, acting in Yetzirah, the formative world; the Page is He final, the realizing term embodied — the suit brought down into fact. The meaning below is that combination read out, not a quotation from him.
Upright
The realizing term as a person: conflict brought down into fact by watching. The Page of Swords is vigilance — the one who notices, checks, asks the question nobody asked and then reports it. Papus's fourth term makes things real, and what this Page makes real is information: not yet judgement and not yet force, but the raw material both of those need, gathered by someone with no stake in the answer.
Reversed
Watching that has become suspicion — vigilance with its conclusion fitted in advance. Or information gathered endlessly and never handed on, so that nothing is realized after all.
